Thank you for allowing us extra time to complete the questionnaire below, please see our comments in red below relating to question C & E.

 

Response to C):

 

The original IDP enquiry requested capacity assessments on five separate neighbouring site allocations in the Nailsbridge area to the north west of the town.  At the time of the enquiry it was unclear whether all of these sites would be allocated or just some of them but collectively they could allocate up to around 250 dwellings.  As these sites are in the same location, and would affect the same part of the sewerage network, we would not undertake sewer modelling assessments individually but to avoid the potential of abortive expenditure sewer modelling is normally undertaken when we receive details from developers relating to their proposed drainage connection points and confirmation of flow rates.  Should sewer modelling indicate than sewer improvement work is required then we would plan any upgrading work to coincide with occupation of the developments but capacity would be provided for all allocated development not just one for a single site in isolation. 

Response to F):

 

The IDP assessments we undertake are based on desktop assessment which consider the size/location of the proposed development in relation to the existing sewerage and known pinch points on the existing network which may require further investigation work.  Due to the number of these type of enquiries we receive we do not have the resource to model every potential development (or combination) and so the desktop assessments are intended to flag where further assessments may be needed when a development comes forward.  At the time of these assessment we have no information about where the developer intends to connect or and details on their on-site drainage proposals.  Consequently the level of detail we undertake for our initial desktop assessments are limited but following a specific developer enquiry seeking a new connection we will do a more detailed capacity assessment and where necessary undertake sewer modelling work.  Any capacity improvement work would be planned to coincide with occupation of a development

In the absence of Ruth Clare, please find enclosed our comments in red below for the Sewage Treatment Capacity relating to the Forest of Dean Allocation Plan.

 

I appreciate that the deadline date for this consultation has past, however I would appreciate an extension to respond to the sewerage network query.

 

a)      With regard to Table 29 in the IDP, what is the latest situation regarding the Blakeney and Lydney sewage treatment works? Do these works still have “reasonable spare capacity”? Does “reasonable spare capacity” mean they can accommodate the growth outlined in the Allocations Plan? (including consideration of how the flows that previously went to Cinderford and Crump Meadow will now/in future impact upon Blakeney). If it is anticipated that further capacity will be needed at these works, are there any upgrade plans in the AMP to make these improvements, and when would these be?

Lydney – We still have reasonable spare capacity. Can’t guarantee that there is sufficient capacity for everything listed in the IDP, but more can be provided as and when required. We don’t anticipate a need to provide any extra capacity in AMP6. Timing of any capacity increase in subsequent AMPs would be dependant upon pace of the developments in the IDP.

Blakeney – we are still in discussion with the EA about to possible closure of Cinderford Crumpmeadow STW and transfer of flow to Blakeney. A final decision hasn’t been made yet. Capacity will be available for the developments outlined (either at Blakeney or Cinderford) as and when required.

 

b)      With regard to Table 29 in the IDP, what is the latest situation regarding the Longhope, Newent and Broadoak sewage treatment works? Do these works still have “no spare capacity” to accommodate the growth outlined in the Allocations Plan? Can you provide any details about what upgrades/improvements will happen and when to accommodate the growth (i.e. improvements plans within the AMP)?

Longhope – sufficient capacity should be available for the 100 or so houses proposed

Newent – will be subject to a quality improvement project in AMP6 to meet WFD requirements. Capacity to cater for growth will be included in the design

Broadoak – Sufficient capacity should be available for the 40 houses proposed

               

c)       With regard to the sewerage network at Cinderford, Table 29 recommends that the various sites in Cinderford should be hydraulically modelled in combination to ascertain the impact on the downstream network. Who should undertake this modelling, and when? Is this something that STW expect developers to do when they make planning applications? Or is there another way that the in-combination effects can be modelled at an earlier stage?

 

d)       With regard to the development at Drybrook (development of 50 dwellings at Ingledean, High Street), Table 29 does not list which sewage treatment works this development would drain to. Can you confirm which works this will be? Is there capacity at the works for the development?

Presume Cinderford or Blakeney (see comments above ref possible closure)

Hope you are well and things have calmed down a bit since I spoke to you in February. When I was in touch then it was about the Cheltenham, Tewkesbury and Gloucester Joint Core Strategy – I spoke to Phil Stephenson in their planning team last week and he was going to get in touch to see how you’re getting on with the questions I sent through on 25th Feb, so hopefully you’ve heard from him.

 

I’m actually emailing now about the Forest of Dean District as they are progressing their Site Allocations Plan. I met with Nigel Gibbons about the Plan yesterday and we agreed I would send you a similar email asking a few questions about the waste water infrastructure. It’s a similar situation in that the Infrastructure Delivery Plan sets out information on sewerage and sewage treatment work capacity, but we could do with a little more detail if possible.  I’ve set this out below, and hope it’s something you’ll be able to advise on:

 

The February 2015 Infrastructure Delivery Plan (IDP), available at: http://www.fdean.gov.uk/nqcontent.cfm?a_id=8260&tt=graphic , details sewage treatment works and sewerage network capacity in Table 29. It would be useful to know if there is any more detail that can be provided regarding the network capacity issues and whether any known/planned upgrade works will take place to accommodate the growth set out in the Allocations Plan. It is also useful to know when such upgrades will occur as this will help the Council to decide whether any of the development allocations need to be phased for later stages of the Plan. Any general advice that can be given on this would be helpful (and we note on page 125 of the IDP there are general comments taken from the AMP), but it would also help if you could answer the questions below:
